Buyer payments are collected by eBay and not the seller and therefore seller is unable to issue a commercial invoice.

If a non US registered buyer has a US shipping address registered with eBay, then the seller is
only responsible
for delivery to the eBay specified shipping address. Any delay, loss or damage for trans-shipped items is not a responsibility of the seller.

Non US buyers may chose to supply their own prepaid shipping labels (Fedex/DHL/UPS) along with a copy of a
commercial invoice
. Seller will refund shipping costs paid to eBay after the item reaches it's final delivery point.
